What	Session-tier: the skill was never invoked in recent project sessions (when sessions exist).
Why	Unused skills are candidates to retire, retarget, or fix. Capability skills often fade as models improve; preference skills go stale when process changes.

How to fix

Confirm session adapters see this project (R030 if none found).
If it should fire: tighten the description (R005, R014, R025).
If work succeeds without it: remove or archive the skill.
If it is intentional manual-only tooling, document that and expect low auto-invocation.
